Burn Notice isn't a terrible show. But with shows like Dexter raising the bar its hard to stay objective. If you're looking for a show to fall asleep to, or something to switch your brain off and just relax then Burn Notice is for you.
If you enjoy something with a little more intelligence then don't waste your time. It's really that simple, it's that cut and dry.
